On June 29, 2024, the Ministry of Public Security issued Circular 28/2024/TT-BCA amending and supplementing a number of articles of Circular No. 32/2023/TT-BCA and Circular 24/2023/TT- BCA.

Notably, in Clause 4, Article 1 of Circular 28, the Ministry of Public Security stipulates that temporary driving licenses (GPLX) have been integrated and updated in electronic identification cards and electronic identification accounts on VNeID... When temporarily detaining documents, traffic police perform the following tasks:

  • Temporarily hold documents in the electronic environment
  • Update this on the administrative violation handling database system
  • Synchronize with VNeID so that violators and vehicle owners know and comply with regulations on traffic order and safety, serving inspection, control and handling of violations.

In particular, all types of records and decisions on temporary detention and return of documents will be made and sent electronically on VNeID, applications, and other electronic information systems when the technical conditions for implementation are met. .

At the same time, also in this Circular, the Ministry of Public Security affirms that the information of the driving license has been integrated and updated in the electronic identification card, electronic identification account on VNeID... so the inspection and control of information through information in electronic identification cards, identification accounts on VNeID... has the same value as directly checking those documents.

Circular 28/2024/TT-BCA takes effect from July 1, 2024.
